Personal property utilization can be maximized through use of the Exchange/Sale Authority. Property currently owned can be "exchanged" for replacement property or "sold" and the proceeds applied to replacement property.

According to the Exchange/Sale Authority, the Government allows you to keep the funds from the sale of network hardware to buy new network hardware. It's spelled out in US Code 40, Section 503:
(a) Authority of Executive Agencies. - In acquiring personal property, an executive agency may exchange or sell similar items and may apply the exchange allowance or proceeds of sale in whole or in part payment for the property acquired.
This mandate is in effect for agencies Government-wide, but the Air Force also stipulates its own specific policies in Chapter 8 of the AFMAN:
8.54. Exchange of Air Force Property With Commercial Sources. Many commercial vendors allow a trade-in credit on an old item when buying a replacement item. Air Force activities are encouraged to take advantages of these provisions.
